Individuals are typically individuals who were previously enrolled in Medicaid through an existing program.
Medicaid expansion beneficiaries have an additional category called the Medicaid expansion non-expansion population, which includes non-enrolled individuals who have been enrolled in the Medicaid program since the state began offering the program in 2020.
These non-admitted Medicaid expansion enrollees are eligible for federal Medicaid assistance.
